Within minutes we were on near the crash site and were able to follow the signal given by the ELT. Whiteout conditions and high winds made the search difficult. We noticed a man waiving his arms and knew that something had gone wrong. We were not able to see the helicopter as first, since it had gone down in a lower part of the mountain. We gained altitude to try and get a better visual and gained visual on the helicopter and a second man walking around the down helicopter. We also noticed dogs and could count a few but had no idea that there were seven total.
